Technical governance — legacy IPv4

Technical Stewardship for Legacy IPv4 Resources

Prefixium ensures registry accuracy, continuity of governance, and risk mitigation for legacy Internet number resources.

We operate with a neutral, evidence-based approach aligned with Regional Internet Registry (RIR) policies.

About Us

Prefixium is an independent technical organization dedicated to the stewardship and regularisation of legacy IPv4 address space. We operate with strict neutrality and in full alignment with Regional Internet Registry (RIR) community policies and procedures.

Our mission is to uphold IP address registration integrity and promote responsible governance of Internet number resources. We act strictly as custodians of legacy IPv4 blocks, and we do not engage in IPv4 trading, brokerage, or any form of commercial leasing.

What We Do

We support responsible adress resource stewardship through a range of technical and registry-focused services that help bring legacy allocations into compliance with current standars:

  • Technical due diligence of legacy IPv4 allocations: In-depth analysis of historical address records and usage toestablish legitimate holdership and uncover any irregularities.
  • Registry data validation and conflict identification: Auditing and correcting registry entries (RIPE NCC, ARIN databases...) to resolve inconsistencies or overlaps, ensuring that all allocations and assignments are accurately registered.
  • Support for policy-based regularisation: Guiding legacy resource holders through the process of updating their records or signing the appropriate agreements(such as RIPE NCC legacy services or ARIN's LRSA) in line with RIR policies, so that their resources are properly registered and governed.
  • Risk mitigation for unmaintained or dormant: Proactively monitoring and securing IPv4 blocks that have long been unused or unrouted, to prevent hijacks or misuse. We help develop plans to either return unused space to the community or put it to responsible use, according to policy guidelines.
  • Contribution to routing hygiene and registration integrity: Working with network operators and the RIR community to improve the accuracy of Internet Routing Registry (IRR) records and encourage best practices like resource certification (RPKI), thereby strengthening the overall stability and trust in IP address management.

Governance

Our governance model is built on transparency, community oversight, and full policy compliance.

Prefixium adheres to principles established by the global RIR communities, ensuring that our activities always reflect the broader interest of Internet stability. Our core principles include:

Neutrality and independence — We remain impartial and free from conflicting interests, focusing solely on stewardship objectives.

Policy compliance — All actions strictly follow the policies and procedures of RIPE NCC, ARIN, APNIC, and the other RIRs, as we continuously stay up-to-date with each region's requirements.

Technical competence and transparency — Our team has deep expertise in Internet number resource management. We maintain open and transparent processes, providing evidence-based analyses and reports to relevant stakeholders.

No commercial exploitation — We do not buy, sell, or broker IP addresses. By avoiding commercial IPv4 transactions, we ensure that our advice and decisions are unbiased and for the public good.

Long-term sustainability — We prioritize long-term solutions, reducing risks associated with legacy resources (such as inaccurate data or unmanaged networks) and ensuring that these Internet assets are secured for future generations.
